Both the Vermont Public Interest Research Group (VPIRG) and the Conservation Law Foundation presented  to the Vermont State Board in June that adding more than $20 million a year to the current $30 million spent on efficiency in Vermont would be by the most cost effective way to help residents save on electricity bill and the best way to meet the states increasing demand for electricity.

VPIRG said that electricity efficiency is the cleanest and cheapest means that can be used to address Vermont's energy and electricity needs.

CLF also stated that the funding increases are needed to meet that requirement and is a way how the state can reduce energy needs and save money. They also said that with future costs and supplies of power from the Vermont Yankee nuclear plant and Hydro-Quebec uncertain, the state should show residents how to save on electricity bill by meeting more of its energy demand through efficiency.
